The mods ideas make sense for Rome II, a game trying to capture the meteoric rise of the Republic, not the era where the West callaped and the East struggled. Radious makes the game easier and more boring. If they get beat back and retreat, they'll be prone to do things they didn't do in Med 2, like setup an ambush for your pursuing army on the main road to their city, or fall back to the city and garrison it. The stacks are balanced and have commanders (who don't suicide on the battle map), and they all will set out for your territory as a concentrated force if you bring one of them to battle, chances are the other two are within reinforcing distance. Nowadays the AI might raise only 3 or 4 stacks, but it does so fairy quickly. The AI might field like 8 stacks against you in Med 2, but they'd come piecemeal over the course of years, retreat from sieges they were sure to win and ask for peace, no more than one of them would ever be in reinforcing distance of another, and they were poorly mustered stacks to begin with, like a 18 stack might have 5 ballistae, 9 peasants, 2 peasant archer, a sergeant spearman, and a mounted sergeant, for example.

The old recruitment and army movement scripts were so bad that even with the AI getting tens of thousands of free florins in Med 2, you seldom faced a full stack that was balanced or sensical, and having multiple enemy armies come together in coordinated attacks was completely up to chance. The reason it seems so pronounced nowadays is because the scripting has gotten better and allowed the AI to make better use of its resources. It actually had much larger buffs in Med 2 and Kingdoms than it ever could in Attila or Shogun 2, even on VH. However, they do exist and AI in newer games do cheat because SEGA couldn't be asked to make a better AI.
